Advisory: Managing the Effects of Adverse Weather on OAE Programmes

Learn how OAE programme providers can safeguard participants against Singapore's increasingly severe weather events, with practical mitigation measures across different activity environments
This OAE Council's advisory addresses the growing impact of adverse weather on outdoor adventure education programmes in Singapore. Driven by climate change, stronger monsoons, Sumatra squalls, and more intense storms are creating heightened risks for outdoor activities — making proactive weather risk management an essential part of programme delivery.
Providers are required to review and strengthen their risk management plans, monitor weather conditions through tools such as NEA's weather monitoring website and the NEA Rainmap, and establish clear trigger points for modifying or halting activities. Emergency Action Plans covering evacuation routes, incident response equipment, and pre- and post-emergency procedures must also be in place.
These measures aim to help providers maintain safe, high-quality outdoor programmes even as Singapore's weather patterns become less predictable. The advisory includes practical recommendations that providers can incorporate into their existing safety frameworks.
